The Snow Queen's embrace of the boy, the expression on her face and the ethereal softness of her defining characteristics are very intimate. The shadows and darkness in her face, combined with the cold blues and the sleepy look on the boy's face, invoke the peace of death. The buildings in the background seem to have anthropomorphic friendly, concerned looks as they watch the embrace. Perhaps the Snow Queen is delivering the boy from being lost in the snow? Or is she welcoming him eternally into her cold embrace?
